E-Mobility Parliamentary Inquiry Update
May 2025
Dear Residents,
I am writing to you regarding the announcement by the Crisafulli Government of a Parliamentary Inquiry into the use of personal e-mobility devices (PMD), such as e-scooters and e-bikes.
With a significant increase in PMD usage and ownership over the past decade, there is growing concern in our community over the illegal operation of some of these devices. This is particularly evident in the significant increase in PMD related injuries and fatalities.
This includes a 112% rise in PMD-related injuries from 2021 to 2024 for PMD riders, passengers, and pedestrians, and an increase in PMD-related injury presentations at hospitals across Queensland from 773 in 2021 to 1638 in 2024. Tragically, eight PMD users died last year.
Therefore, to shape the legislative response and improve community safety, this inquiry will focus on the following areas:
- benefits of e-mobility devices;
- safety risks;
- current rules and how they compare with other jurisdictions;
- enforcement approaches;
- importation laws;
- communication and education; and
- stakeholder views.
I would strongly encourage you to make a submission to the Committee regarding this inquiry as any effective response will be shaped by the views and experience of Queensland residents.
